What's the policy on upgrades? Wait another 10 years for a tie-break ascent?

Where there is an even split of suggestions from ascentionists then a slight weight is given to not changing the grade.
Just looking at the suggestions it seems like it could go either way, so I don't think there's a strng argument for a grade change at the mo.
